Independent developers typically publish these themes and they can de downloaded and used for free, although voluntary donations are encouraged.

Some free WordPress themes require specific footer tags that will only allow the features to work if the sponsors for the theme are maintained in the footers. There are also premium WordPress themes, which have no sponsors and typically cost less than $100 but prices can vary.
